"The Houston Texans were scheduled to start their offseason program on Monday. But because of flooding in the Houston area, the NFL team had to delay its first workout in preparation for the 2016 season.Earlier this week, some areas around Houston received as much as 17 inches of rain in less than 24 hours, sometimes at a rate of 4 inches an hour. The flooding trapped residents in their homes and cars. Eight people lost their lives, and Texas Gov. Greg Abbott declared a state of emergency in nine counties."
